And then Luce was there, jabbing a needle into the unconscious Kendo, stopping him from a seizure in an instant.
"This [redacted] idiot..." she muttered to herself. Glaring at Time, she barked a quick "What are you looking at?" She activated her EM powers to lift the body of her fallen friend.
She traveled fast, they would need to leave the center of the city. She entered into a small building on the outskirts of town. Using EM radiation, she could see that Kendo's liver had been nearly destroyed by alcohol, and his lungs were nearly as bad as they had been the last time she had revived him. It didn't matter what he had done in the last 24 hours, Elucian was selfish enough to save her friends a thousand times over.
She set Kendo down on a wooden rocking chair, glancing at his sleeping form. This person had killed thousands of innocents. This person was dying faster than either of them could heal him. This person may still be the world's best hope for... freedom.
"Wake up, Kendo." She said curtly. "You're playing the part of a stupid villain. All the best of us know that the populace is a powersource. You know this. Or knew."
"Kendo, you are so much better than the half-baked machinations you're creating. You're turning them against you... unless..."
Elucian paused. If this was his plan... She was scared to ask.
"Are you trying to unite the people in their hatred of you? And when they realize that they can accomplish so much without the government... You want them to abolish it themselves."

His tone was tired, defeated.
"Why are you keeping me alive, El? You and I both know I don't deserve to live."
His gaze was cold, defeated, and tired, as his posture slouched. He started to cough violently.
"I've united the people. The world has changed for the better. My purpose in life is... gone. I have done everything I've set out to do. Now the last thing to do... is to atone for my sins.

Drake cursed as he climbed one of the buildings ladders to the rooftops. He probably wouldn’t be able to catch Foxglove, since they knew the terrain better then him.

"Please, El. Why are you keeping me alive?"
He loaded the second bullet.
"I have nothing to live for."
He loaded the last bullet.
"El.... Please answer me."
He carefully raised the gun, pointing the muzzle of the gun straight at his temple.
"Can I just die, for once?"

"You [redacted] idiot. Never choose a steel alloy as your choice of weapon in front of me." Electro-magnetism... was this the whole purpose of her powers? To keep Kendo alive until this very moment?
"You wish for death. I- I know there's nothing I can say to convince you otherwise. This was your [redacted] plan from the start, and I alone know you will die within the year without any additional... interference. And you'll die a painful, pointless death. You probably faked the entire thing, didn't you? Starting with the tapes, the schematics, blowing up the lab, making connections with all the right people... And why? Because you're too- too Kendo to roll over and die like anyone else."
"You always were the greatest villain, because you could shut down your emotions when you needed to. And you tried to teach me to do the same... hmm? But I was never your first choice though, I was only ever your backup plan. Athena was your first choice, the only person you believed to be capable to assume responsibility for this ogd-forsaken world."
She smiled. All the terrible and wonderful memories. She shut her eyes, pushing down the lump in the back of her throat. When she opened them again, there was a glint of the steel she could so artfully manipulate. Resolve overtook pain, numbness overtook anger.
"If you're going to play the [redacted] Dumbledore card, you need a Severus Snape. A Tubbo to your Tommy. A new leader. A hero to rise up to defeat the greatest villain of all time..."
She stared at the gun, now in her hands, and turned it over. Could she really do what she needed to do? For Athena, for Violet, for Foxglove, for all the rest of the villains and innocents. She raised it, pointing it at him. Her hands were trembling, the only sign of weakness.
Luce was a villain, she was selfish. Selfish enough to save Kendo for those extra few months. But now... yes, she could do it. The only question was whether she'd be using a second bullet. "No one will know the words we exchanged here. We both know that it's better this way."
"You were always my best friend. The first, and the only. The person I trusted over everyone. So please, tell me not to do it, if you can."

His laughter was harsh and sharp.
"You were always too smart for your own good."
He coughed violently, putting his fist over his mouth.
"... My life has always been in your hands, El. It was always your choice. Do it, if you can."
His smile was thin, and tired. he spread his arms out, leaving himself free.
"Go ahead."
He closed his eyes, and let out a sigh.
"You were wrong about one thing, though. Athena... She was never strong enough. I kept her around because she was useful. There are only two people in this god-forsaken earth I have ever trusted. You are one of them. If it makes you feel better, I had so much fun in our time together."
His smile got wider, as he kept his eyes closed.
"You and I both know, though, that this is what has to be done."

Kendo's body hit the ground, suddenly. Three shots. One to the brain that thought up the entire scheme, a second to the heart that never stopped believing in what was... twistedly right. (The third shattered the bottle of whiskey that had lain abandoned in the middle of the street). The impossibly loud sound echoed around the now silent city. Elucian still felt nothing.
It was her turn to press the hot metal of the gun to her temple. She could feel the heat searing into her forehead. It would be so easy, to run away from all her problems...
But she couldn't.
The gun clattered to the ground. Luce fell to her knees, bruising them on the ground. Her mind felt vaguely fuzzy, but she had enough clarity to think. She owed Athena an explanation. But the truth... that was between her and Kendo. As far as she was concerned, he had died a hero. But no one could ever know.
She opened her mouth, unsure whether or not to scream, or cry, or laugh. It was all so stupid. She summoned the gun to herself, deciding on a whim to keep it with her. The last memory of her friend was his smile as he died. As she killed him. It was an important lesson.
Where would she go, what would she do? She may have operated within the confines of lawful evil, but Luce had no desire to lead a country. That could go to Athena, to Foxglove, to Time. And she couldn't stay. Not anymore.
Elucian Anaheim would go beyond the edges of the world, perhaps make a new name for herself. Elle K. Compass. It had a nice ring to it.
She stood, and walked away. It started to rain. Quenching the fires, washing the blood from the streets. A fitting end to the government, a fitting end to Kendo. Slowly, she walked through the streets, making her way back to Violet and Athena.

the city of God had fallen.
The government fell within the year.
Faint laughter and the clinking of glasses could be heard ringing out, echoing throughout the world on the day the government fell.

Her emotions were still... absent.
"I did what had to be done." She said, with a quirk of her eyebrow. "Kendo is dead."
Athena slumped over, Violet catching her. Yes, Kendo was right. Athena would never have been able to do it. To pull the trigger and end it once and for all. Luce couldn't tell if she envied Athena or not...
She stood, waiting. They would talk to her if they wanted to. If they didn't she would simply walk away. There was a nasty burn on her temple from her internal debate. Just another way in which she was stronger than the rest of them. Was this how he had felt? Isolated, jaded? Alone?
Elucian Anaheim was one of the strongest people left in the world. She waited for the accusations.

"Wake up and face the music, Athena." Elucian Anaheim's voice was hollow, echoing off the rubble in the square strangely. She could feel the warmth of the gun in her pocket, a reassuring presence.
"I did what had to be done." She said, again. "Kendo. Is. Dead."
