Is it really completely random, or do the types of the gems you get from sending plushies to people depend at least a little bit on which plushies you choose?

The amount of Gems is affected by how much DP that Plushie costs (every 5 DP gives you 1 Gem), but Gem types are completely random

I’m really disappointed because, the last time I went on a plushie-buying spree, I spent 1,000 DP and didn’t even get one Dragon Gem. It seems like I’m having a harder time getting Dragon Gems now than in the beginning.
