You can, at the daycare. However, you need a Ditto and the legendary Pokémon.

Important to note this only applies to dex rewards, such as Arceus or Mewtwo

Like BlackReshiram said, the only breedable legends/mythicals are Mewtwo, Deoxys, Arceus, Genesect, Diance, Type Null, and Calyrex, which all need a ditto to breed with.

However, you can look here for how to obtain the others.

One thing worth noting is that Zeraora, Shaymin, and Kyurem, despite what the wiki says, do appear every year for their event, and Mew shows up every year for its as well.
