Things like this would be easy to bypass, since you would need to say make an entire list of strings in an array to be blocked in the first place, and there's going to be just pretty much an endless amount of them because there's so many ways to bypass foul/offensive language.
I'm not saying that this wouldn't help, but my point is that this wouldn't prevent the issue there would be at hand with trying to implement something to effectively combat this problem. There's simply not really a realistic way that's practical enough to block out people that would ultimately wish to have offensive Usernames.
With all that being said my stance is neutral, and personally I wouldn't care if Riako bothered with doing something about this, or not. Mostly just looking in at it from a coding/development perspective here.
yes, it may be a whole new thing that could possibly be difficult to code, but people SHOULD NOT be getting attacked. period. adding something like this can make it harder to do that. onee less avenue.

While I believe an ounce of prevention is better than a pound of cure it is much simpler to just block and report them. Therefore there is more time to code in other features.
And also, locked accounts keep their usernames. So that slur account that would get banned if made still exists. The username is still out there, and if they made any forum posts/feeds at the time, the posts still stay. It's happened before, and it's disgusting to go into a forum and see a slur just Right There.
There are also accounts that are named horrible things, targeting specific users with very violent and inappropriate actions. I don't believe simply keeping them from being able to register an account with these names is enough, as they could simply create a spam account and still harass users. I suggest a more severe punishment for accounts with offensive and inappropriate names: permanent IP ban.
As long as people report when they see them or if a mod catches them, they should be IP banned for starters. All actions have consequences so doing so will make them lose what they worked on with their main. There's a reason they hid behind an entirely new account to antagonize someone, so the best way to fight that off is giving permanent consequences for one.
And also if mods or Riako could have the option to change a user's name or somehow ocmpletely delete an account that would help. If anything I think having the ability to change a username, whether it's Riako or the mod team, would be helpful. They could just spam a letter. Say it's [insert insulting username here], they could change it to [aaaAAAaaaaaaaAA]
a placeholder if they're unable or unwilling to delete an account permanently.

The ones spamming the creation of accounts with offensive Usernames, cheating features of the game like interactions and Royal Tunnel, and just multi-accounting/bypassing bans, they'd all be gone if there were a practical enough way to get rid of them. Which there isn't.
The only way they'll stop is if they ever get bored, and giving them the attention/reactions they're wanting will only fuel them more to continue with their actions/doings.
It's better to be the change, instead of wanting the change. Best advice I can give.
All users wait for their username to be approved, and until then keep a defa ult name, some version of ‘Jammer7375.’ Obviously it would have to be something else here and need some sort of review process, and even if you don’t think it’s the BEST ideas it’s an option that should be considered. This IS meant to be a child-friendly site.
It would get past the bypassing of blacklisted words as someone mentioned before.
@*AbyssalMadScientist* : Not me personally, but there are players online that can be heavily affected by what people say, especially if they see it often/consistently. This website is meant for people of all ages, and that includes children who may be easily influenced. The account doesn't need to exist for a long time, but the fact that it does exist and targets specific people is enough to negatively impact users.
@Ephenia : I understand IP banning is not fool proof by any means. VPNs and proxys are common and easy. But why not make it more difficult for those who do not use them, yet still have mal intent? At least it would keep upset children from spamming the website with offensively named accounts. Just my thoughts.
Also, 100% agree with the username changes being able to be made by admins
