Select the area where you've colored, and blend the two colors together. It might lower the opacity of the area, though, so I suggest you use a brush that comes with blending. C:
If you're talking traditional, it depends on your medium. For colored pencils, you'll want to start to put less pressure on your coloring before coloring over the light area with your second color. For markers/watercolor, you'll just want to layer them over each other while the first color is still wet.
Hopefully this was helpful? I'd be able to be more specific if you use Paint Tool SAI, since I have a lot of nice brush settings.

the details are absolutely stunning, i can tell how much effort you put onto this piece especially on his arm scales!! your shading has improved, your hair shading is on point, not too "showy" but gives volume! The bubbles on the left look more like pearls, but the bubbles on the right are on point. His tail looks slightly awkward and other than that, everything is so beautiful :"D
That's awesome, the effort really really shows. The only minor thing I have a problem with is that I think the tail should be facing him a little more, it's kind of twisted

Okay you're finally gonna see something from me, but it's literally just a stupid little doodle I did on the scrap paper we got with the standardized tests xD I had leftover time so I just drew a thing:

On the second one, it looks like the eyes are kinda looking in separate directions, but otherwise I like it ^^

thank you so much! about the tail, i realized earlier today lmao. originally it was supposed to be just kinda wispy like the fins on his arms and the smaller ones near the base of the fin, but it wouldn't cooperate so i ended up doing it more like the fins near his waist, so that's probably why the way it's facing looks off.

i don't actually do it without the lines! i do my sketch, then a second cleaner sketch/occasionally lineart. after that, i color and shade on layers below it, merge everything together, and start rendering. C:

they look super adorable! for the second drawing, i think the characters' irises are kind of off?
That could just be me being waaay too tired to be on here rn, but I think one eye is a little lower than the other. Also the hand looks kinda unnatural, like it should be bent a little more. Can't wait to see the finished project!!
