There's no real help for the search function, there's no way to know for sure if something is repetitive, unless you look through all of the forums by hand, and something you may have seen a hundred times may not have cropped up in the last couple months and someone didn't look deep enough to find it. Not to mention the fact that some of us aren't on for large amounts of time, or the site lags too much because we live in a bad area or whatnot, and we don't have enough time or PD to get all the features to see what everything is about.
In the end, people posting repetitive forum suggestions aren't necessarily the only ones at fault, and from what I've seen, people are usually really good about understanding if you say "Hey, soandso suggested this over here" and give a link, or say that it's not well explained. Maybe instead of complaining about it and insisting you discriminate against newer players and changing the system you should let the system work, and report things you see as spam, or repetitive.
So there's my two cents that's probably going to be smacked down. No support for this.
We don't want to limit it by time because of what Midnight said.
BUT it is not that hard to level up to 15 and unlock everything. It means you'd explore the site more before you go in and suggest "WE NEED WAY TO GET POKEMANS FROM FOSSILS" (I've seen many suggestions similar to this that were locked or deleted)
We aren't restricting the growth of the site that much, as the trainerlevel I chose is the level where everything is unlocked. It isn't gonna be just the highest level accounts, because most users who make well written, well thought out suggestions that help the site have waited until they have everything unlocked.
Midnight, you are a month old and over level 15, therefore You would be able to suggest stuff! Like, Im pretty sure the "good amount of users" you say in your post are all over level 15 as well, because if you stay active, you level up.
If you can read this, you know how to read.

The whole reason for this is to prevent users who frankly have no idea what they're doing from posting suggestions. However, if a user were to have a suggestion that seems good but they are under level 15, they could just ask a friend who is above level 15 to post it.
So full support. (Y)
This can avoid newbies spamming the forum and they may learnt when they are browsing the forums. Although they can't post, they can still learnt from reading other's post, which would reduce numbers of spam in the future.
And it could lower the amount the work our mods need to do, so its a win-win.
But I am just afraid that the help forum would be spammed though :P
I made lots and lots of suggestions back when I was a newbie, not realizing that they're either implemented or unneeded in the site. However, I have grown and explored so much of the site that I don't suggest as much as before and only suggest few useful things that can help us in one way or another.
This will reduce the amount of spam in the forum for suggestions, and will increase the amount of well-explained and good suggestions that the staff can actually have time to read on.
A lot of great suggestions are missed out by Riako because of the newbies posting useless suggestions, and we do not see the usual growth of PokeHeroes from the players side.

I remember how stupid I used to be,. I support this so much now. It's a really good idea when you think about it. I can actually see this coming to be a part of Pokéheroes! And I also have to add this. Newbies put worthless suggestions that have already been implemented or spam posts. Not sure why, but they do.

Alternatively, I know this may be controversial, but an age limit would be really nice, too. Even if you're a high level, younger people can't really form highly logical and cohesive ideas and arguments; this still causes a lot of headaches in this forum
just because they’re level five DOES NOT mean they can make any worse suggestion then say, a level 60 would. there’s already enough level locks on the site anyways, which is already a bit unfair enough for lower level users who don’t have the time to grind their levels. so again, absolutely NO support.

Also, @gregoryk: I think this suggestion only concerns the ability to post, not the ability to vote on suggestions. Thus, even if this was implemented, users under level 15 would still be able to at least vote. I'm not sure if this would apply to replies on a thread. This is a good question to bring forward though. I imagine there could be a way to make it so that users under level 15 can't create new threads, but they can still vote and comment on them.
Yes, it does. Like it has been pointed out before, a level 5 user does not have access to the whole site and therefore does not possess the comprehensive knowledge and understanding of what already exists on site and what does not. Thus, a level 5 user could easily make suggestions for features that already exist (for example), whereas a level 60 user most likely wouldn't.
To add to that and go a bit off-topic here: I think it's a good thing areas and features unlock as you level up. Due to how long I've been here, I've had the privilege of "unlocking" new features when they're implemented. If I was to join today and everything was available right off the bat, that'd most likely be a bit overwhelming and confusing. As PH is now, users get introduced to different features a few at a time, giving them time to learn and adjust before more is thrown at them.
