im confused can the tall grass reset its pokemon like im shiny hunting litwick but there is no more litwicks in tall grass does it forever gonna become 0 litwicks?

shiny hunting needs patient sometimes they wont have the pokemon that is already synchronized with the pokeradar and i need to hatch many different eggs to complete the pokedex but the money used on the pokeradar will be a waste of 50000 pd also if i dont use the pokeradar that is gonna be more wastes of money.......Breath in breath out.

having a hard time picking what shiny i should hunt depending on the chips i have that is easy and medium also sometimes they are there and sometimes not like there are 0 to 1000 or more.Please help me pick
