Do players buy/trade low level easy obtainable pokemons? Or mostly max level legendary mons?

People usually get themself easy rarity pokemon to fill their dex or to use as trashmons(used to trade item for a better pokemon). For legendary pokemon, people tend to want it more ig(except for the easy obtainable ones like lugia, beast trio, manaphym etc)
