Not sure what I'm supposed to be doing. I pressed pull when the bar was over the fish several times but the fish always escapes. Is that normal?

Nevermind, I think there's just some lag when I play on my phone for some reason.

What you do is press Pull when the bar is behind the fish, which makes the fish move up a bit. If you miss the timing, the fish goes back down. When the fish is all the way at the top, you catch the fish. The fish only escapes if the timer runs out.
As you said, lag could be an issue, so try to play with a stable connection :)
