First of all, please no capslock. Second, it can take some time for the system to recognize that you fulfill the requirements for a badge. Just be patient and keep collecting your tentacles :)

You need at least 100 of a pokémon. You currently have 15 'Cool and 85 'Cruel, so neither qualifies. Just wait until the other 'Cool evolve as well or throw everstones on them and increase your hoard.
