My shiny tyrogue was at 37 attack and 37 defense when I evolved it. It should evolve into Hitmontop but instead it evolved into Hitmonlee.

I tried another one and it didn't evolve into Hitmontop either.

it would've gained an attack point upon level up, either by Nature affecting it or being trained and having its attack stat increased. Safest way to get around that is to have it stored with equal stats and rare candy/power orb it

I myself evolved it when both atk and def stats were 37 each and after it leveling up it gained attack and did not evolve into Hitmontop.

The pokedex says both stats need to be same before evolving so it might be a bug.

I *think* it looks at the stats it would have at level 20. Having equal stats at level 38 doesn't mean they'd be equal stats at level 20.

Whether or not that's true and whether or not that's a bug, is something only Riako can say ^^'

What CatLady said is correct.
Stat calculation is also a complex thing (involving Level, Base Stat, Nature, IVs and EVs), all taken from the original Pokémon game mechanics. It's not possible to predict the stats 100% for a level up.

So the way Tyrogue evolves is completely random?

Not "completely random", no. But Hitmontop could be a bit tricky to get. The other two are easier to predict/influence, so it's worth going for Hitmontop first, in case it evolves wrongly at first.
