According to the announcement, every 4 years you are supposed to get one shiny anniversary gift (if you choose to).
This means the max amount someone could have at this point is only 2 - if they've been on for 8 years and have never claimed a gift yet:

Turns out as long as you have had an account for more than 4 years, you can claim as many shinies as you want (assuming every year an anniversary gift has never been claimed).
Found this out by my friend fitting this criteria having a mostly inactive account sitting around and just going ham on the shiny claiming (I've posted this with their permission - here's their party below the spoiler):
