You need a female and a male charmander or it's evolution line, and it usually takes a couple hours. However, if it says the the two prefer to play with other pokemon than that means there is no chance of them breeding ^^

You can breed a charmander with any pokemon of the opposite gender that shares an egg group with charmander. (You can see the egg group in the pokedex) Though if you breed a charmander with a different pokemon, the resulting egg can be either a charmander or the other pokemon. (You can of course breed a charmander with a ditto as well and the resulting eggs will always be charmander, but dittos are hard to get your hands on.)

How long it takes to get an egg varies but you can speed it up by breeding pokemon with different original trainers and the same pokedex numbers (so breeding your own charmander with a charmander you got from someone else is most optimal).

And remember to leave some money for the daycare man or your chances to get an egg are 0. :b

As for where you can get pokemon, you can adopt them from the Lab (though getting a charmander that way would take some time since starter pokemon are rarer), or you can try to find one for trade or sale at the Global Trade Station or Auction House. There's also the Tall Grass where you can find eggs but you need an Egg Radar and Egg Radar Chips to be able to access it and look for eggs.

When it comes to catching pokemon in the wild, your pokemon can find and recruit pokemon in some rumble areas (but NOT the 6 'basic' areas), you can catch some at the Honeytree on Route 53, and fish pokemon at the Emera Beach. (However, I don't think any of these options have charmander available.)

Note that by some unknown reason, only the first egg group is counted, in charmander case, only the monster egg group will be counted
