So recently I got an alola map from the daycare man and i sent a pokemon to that rumble mission and it says he has a nebula stone in the bag. so im just wondering wht it is.

A Nebula Stone is used to summon Cosmog in the Tall Grass.

Addition to above- in order to summon Cosmog (which is an egg) you need an Egg Radar (availible in the shop under Misc.) and an Egg Radar Chip (Legend) (Availible after purchasing Egg Radar. in misc. for 250,000 pd)
