Do I have to keep hatching eggs to get a better chance at a shiny?

Only when you buy the Poke-Radar for 150,000 Pokedollars and charge it for 50,000, then you can start a shiny chain.
Without these previous steps any egg has the same low chance as the eggs you hatched before it.
