There are some in a cave near here. You can't go in until you have the kantonian rock badge, which you get in this gym. You still need a bit more training before you can face them.

I could train Charlie. Although grass types are super effective against rock types *I carry Charlie out the gym door* I'll be coming back soon

Rules: Basically higher or lower. The better the Pokemon, the smaller the range.
