i looked through the wiki and couldnt find anything on how to actually obtain a seed maker

If you are referring to the seed makers in the berry garden, click the tool shed button, and it'll take you to where the seed makers are. You should already have the basic seed maker by default (I believe, I might be wrong) and there are 2 others you can purchase there with pokedollars.
