Hey which type of Pokemon can be obtained from the lab ?.? I mean are they completely random or something else based on user level?

Any type can be obtained, yes. There is no advantage given to higher levelled users. It isn’t completely random, more common types are, well, more common. Normal types are significantly more common than say, dragon types. But that’s about it (:
