I accedently bidded 999,999 on auction, trying to bid 9,999,999 as a joke.
Well the person that owned the auction said they are only gonna give me 500k back.
I PAID REAL MONEY FOR THAT.
he literally took away my 5$
I even said they could have 50k of my pd for troubling them.

i have art coming on the way that i need to pay for still.....

you weren’t scammed. this is your own fault, and he has every right not to refund you. you shouldn’t have bid so much, and the fact that he’s giving you ANY back is generous.

I have to agree with cosmyn; this one's on you. Sure, it would be generous of them to refund you, but at the end of the day they aren't obligated to return any of it just because you accidentally bid on their auction.

As for your art that you need to pay for, why don't you contact the artist(s) and explain the situation?
I'm sure they would understand and possibly hold off on your commission until you manage to get the payment back. You could also use the time to sell unneeded Pokémon, such as spare shinies from your chain, or other items to make as much Pokédollars as you possibly could.

Interacting also is a sure way to get Pokédollars considering you could also spin the Golden Slots to win PD back. According to my Emera Bank Log, I was able to make about 32k in less than an hour of interacting only on one device where I usually use two.

I also agree with the others,
You were the one that bided that amount, regardless of it being a joke or not.
That money belongs to the person who held the auction since you decided to bid, they arent obligated to give you any of it back at all.

As for art, contact the artists as soon as possible so that you do not end up with any misunderstandings
