Released Pokemon are likely still saved, basically just moved to another database table, and all information of it becomes inaccessible to the user, or to anyone. The Pokemon could likely be moved back and restored, but Riako wouldn't really bother with that, even if you accidentally release Pokemon and aren't paying attention because it's still your responsibility of what you do with your Pokemon.

Notice how this Pokemon doesn't belong to a user because they no longer exist on this site (since their account was deleted). There's not really any reason for this Pokemon to "exist" since you wouldn't find it without its link/ID, but this is a good indicator that all Pokemon likely exist here indefinitely once they've been generated and take up an ID slot.

It's more than likely that this is true, but don't quote me on it as it being 100% factual.

Actually, it's not. Released pokémon are immediately erased from the database.

And pokémon that belong to an account that was never activated (not clicked the activation-link within 7 days) aren't really the best comparison, considering those pokémon never got released (;
