After an incident that happened not so long ago, give or take 10-15 year, two worlds collided with one another and joined in New York City. Due to this, Earth has received new types of residents and and increase in paranormal activity. Because of this, some of these "Monsters" haven't learned about the laws of this land and have cause chaos in the earlier years. An secret organization named Libra started during this time to keep the city in order and is active to this day.
In present time, there is still crime and it's been increasing steadily. What could be the cause of this?

2.) This is a Semi-Literate to Literate chat and please make dialogue about 2 sentences or more. I don't want to see script chat.
3.) Try and make your abilities unique and not too crazy(aka...can control space and time = no; Electricity=Yes), some abilities might require blood. If you're not sure, then ask me
4.) No God Modding/ Bunnying
5.) You can only make one character
6.) As in Race, you can pick anything from Kekkai Sensen, except for Blood Breeds. (Unless they are are Human/Blood Breeds).
7.) You all know each other. No one outside of the organization knows that you're in it.
8.) Please be descriptive in the forms.
9.) Specialty means what you specialize in (Swordsman, Spy, Assassin, Intel)
10.) Think of this as an AU where characters from the Anime/Manga don't exist here
11.) If you want the All Seeing Eyes, please as me first.
12.) This is in New York, so any name from any country can work

Offensive abiilities can be like Super Strength or Speed. Abilities that have to deal with summoning a magic ability,(Freezing something with your bare hands), requires blood and you don't have an infinite supply of it. Since you all been in Libra for a long time, you don't dizzy when you use too much.

Gender: female
Race: human
Appearence: She has short orange hair, a blue shirt with a small bow on it, a messenger bag, some darker orange shorts, and well-worn brown shoes.
Personality: usually upbeat and happy. She doesn't let things her down, and tries to make the best out of things.
Ability: she uses a power called dragon rush to get stronger, and when stronger, she gets a purple aura. She looses all since of emotion, and doesn't really talk. (Uses blood)
Weapon: she doesn't really use one. She carries a messenger bag with a book, a stopwatch, a first aid kit, a water bottle, and a pair of mittens.
Backstory: she doesn't have much of one. She joined Libra the moment she could, and made many friends there. After experiencing crime, death, and other bad things in the world that Libra takes care of, she tries to be upbeat so that her teammates in Libra don't feel down.
Day job: none
Likes: pretty things, being happy, and generally happy things.
Dislikes: certain foods, and death. Other than that, she tries to look at everything from a positive and happy view.

-The ability has to be known and this is optional but, give it a name/title. Also, please explain a bit.
-You have to explain what is inside the messenger bag, that's your weapon
-Humans can have powers so just put human
-Lyra?
-Backstory could just feature small glimpses in her past and is used to describe a character
