I want to do a shiny hunt with some gender neutral Pokemon, but I’m unsure if ditto can even breed with every legendary pokemon

No, ditto cannot breed with all legendaries ^^ It can breed with the ones you obtain from Prof. Rowan though. Ones obtained from the event shop or that need to be summoned or come from special events e.g. mew or victini cannot be bred.

Basically, most legends cannot be bred.

Otherwise, gender neutral pokemon should be breedable.

No, they're non-breedable either. You can't chain them either, because the Game Center Legendaries can also be won shiny [for a slightly higher price/with slightly lower odds of winning]

The only breedable legendaries are Mewtwo, Deoxys, Arceus, Genesect and Diancie. Any other is non-breedable.
