The most basic way of getting a shiny is by chaining them on the Pokéradar. You still can hatch a shiny Pokémon without chaining it but the chances are very low. It's not that's complicated, all you have to do is hatch a Pokémon that you want to hunt and the chain will start. The more you hatch, the higher your chances. This cap at 1.25% or 2.25% if you're a premium member, at 40 hatched Pokémons. This can be further increased with a Shiny Charm.

You can find out if the Pokémon you're hatching counts in your chain by checking here. Hatching a different Pokémon from your current chain breaks it.

PokéHeroes wiki on Pokéradar

There are other methods to obtain shiny Pokémons- like Pokémons that you can't chain. Shiny Lugia Voucher for example, which immediately gives you a shiny Lugia only obtainable if you win the lottey. A shiny Pokémon sometimes appear on Route 53. And getting a code from the Shiny Wonder Trade has a chance of the Ho-oh being shiny. These are just examples, as there are other ways of obtaining a shiny.
