Just started the berry gardens and it wants me to get a level 2 cheri berry. I have fully filled the garden twice and seeded over 60 cheri berrys and not one has leveled up. So im not sure if im doing something wrong.

You need to make the berries into seeds first. Then, if you get a level two seed, do exactly the same thing to grow it as you would a level one seed.
