Is it possible to breed special Pokémon? What about retro Pokémon?

Depends on what 'special' pokémon you're talking about. It might be a more clear answer to simply check the PokéDex ;) If it says "Egg group: undiscovered" they can't be bred, no matter the rarity.

Combee is a Special Rarity pokémon and can be bred, but Lati@s on the other hand is a Special Rarity pokémon that can't be bred.

If they're 'special', but not legendary, chances are they can be bred.
Retros cannot be bred.
