Go in dinner time in Prof.Rowan's lab.
If you're lucky on top of the 4 eggs it will say that the daycare
man found this egg in a soup pot. Do you want to adopt it?

It's in a honey tree just like any
other tree poke, its a little easier to spawn than celebi I
think

its sprite will eventually pop out, click it. (tip buy 1 berry at a
time)

If you have any background out (Riako
confirmed any background works), any page you visit has a chance of
its sprite popping out. In fact I took a picture of it
today:

Play a game of coin flip and his
sprite may randomly appear on the right of the box. I hear putting
100 game chips doesn't make a difference, but in my opinion it
does? Oh, and don't spam the play button. If you were hunting a
shiny ditto plushie you'll know why.
People often think the PH sprites are bland. Do they shade? Well, yes they do. You'll be surprised how much care is taken for these sprites.

castform weather if you would like to know the current time. Oh and
use spoiler bbcode. People might get a hint (6-7pm)

You catch him by throwing [different]
pokeballs at him.
He is catchable, but he has a low catch-rate. You just need a lot of pokeballs (and some luck), and he will eventually be caught! ;)
