So, I know about the quests Rowan makes you do for him and stuff. But I’ve been wondering, what level do you have to be to be able to start the quests? I read somewhere it was trainer level 18. And is there something to do with the Pokédex also before you can start?

I think they mostly start when you randomly visit the lab

Yeah it's level 18.

After you reach TL 18, if you visit the lab you might get a quest. They're random, and doesn't require anything else except for you to be TL 18 (: If you complete the quest you get a Golden Pokeball.

According to the wiki nothing.
They're just little mementos saying "Hey, you completed this quest! Here's a snazzy gold Pokeball!"
