I just saw this creepy girl with a drifloon and a teddiursa plush staring at the ground creepily

I clicked and she disappeared

I was just in the safari if it helps

It's a random encounter, if you have an empty slot in your party you get a random driftloon joining your team. I'm Not sure if the encounter is year round or not, but it's more common near Halloween.

You don't need an empty slot in your party to receive a pokemon ;) You only need an empty slot in your party when you're about to receive an egg.
The drifloon went to your box that had space (it's in your "Poke storage 4"-box)

As far as I know, the girl won't show up anymore once you get the pokemon. You can't make her come back, it just happens randomly

This just happened to me too, but I can't find the drifloon anywhere? I had an open space in my party and plenty of boxes with open spaces, but I'm not seeing it...

Before it joins, the Drifloon pops up, without the girl this time. This won't happen, unless you got the girl, so it's necessary, even though nothing really happens.
You need to trigger a [slightly different] event afterwards, for the Drifloon to join.

[I've heard of a few users getting the girl outside of Halloween, but she's a lot more active during Halloween]
