I'm sorry but your artwork is not qualified, due to one specific reason:
"✿ Please do not be lazy with your art entry ( Examples: Half colors, colors over the lines, messy line work, scribble coloring, sketchy coloring, ect )." ← Your coloring are scribbles and has quite a lot of white spots. Very much to my distaste.
Upon further expection, this is not digital art. This was a traditional artwork that was scan in. Which breaks the "✿ Both digital and a fullbody is very much preferred." rule, as I speficially requested digital only, not traditional.
While the design is quite adorable, this doesn't qualify. You can either fix it and re-enter or drop out. You are not disqualified, but I suggest looking through my rules next time (❛▿❛).

Question - would making a new form changing item for Shaymin count as an accessory? Not that I have any ideas for a form changing item, but I feel like the Gracidea Flower wouldn't fit my design o.o
Also, I edited my submission/entry/image - turns out I didn't edit it as much as I thought I was going to~

Oh! I'll accept Gracidea flower added into this, considering that the forme changing from that item is more of a natural occurance ( In my opinion ) ^ ^.
If you like, you can make your own version of a Gracidea~. It can be a Gracidea sea star ( Haha, just joking around~. It's your choice on what you like to do ^ ^).
I just look over the edit. It seems pretty well and just makes me like it even more ^ ^. ( Ps. You can call your artwork entry whatever you think it suits best :o. Submission, entry, ect ).

Hey, I saw your comment to Pauling, and what you said affects my entry.
When I read in the rules, "Both digital and a fullbody is very much preferred," I didn't know that meant that you would only accept digital art. I thought that you would prefer digital and be less inclined to award a traditional artist a prize.
I'm not, aha, good at digital art. Like, at all. I would love to be a part of this competition, but if you are only accepting digital art, I suggest that you update your rules to make it more clear. ^^ Also, I'll drop out of the competition. If you will accept traditional art, I'd love to stay in and continue my Zygarde! <3

The concept is of a Will-O-Wisp based Jirachi, instead of Omikuji based (The paper tied to the trees in Japan...at least, I think).
I was thinking of what I wanted to draw for Jirachi (my favorite Legendary), and the thought came up when I thought of one of the Yokai Watch characters.
If it were an actual Pokemon, I bet it would be Ghost/Psychic, and one of the signature moves would, of course, be Will-O-Wisp.
Other: I really hope I'm able to do this. XD I am unsure how I'll be able to make the image Transparent...but I will try!
Edit: I have updated the entry. I...really hope it is alright. It took me pretty much the whole day drawing and coloring. XD Again, I had to use my 3DS to draw the picture, so I was really worried that the Transparency wouldn't work...but the white outline makes it look kind of cool in my own opinion.

Ah. I've thought you've understood that part of the rule, since plenty of others have (^▿^). But I guess it's understandable that you've thought differently.
I've already now edited the rules and added in "art" after digital ^ ^. And sorry, I still won't be accepting traditional art for this contest ^ ^".
Also, I would love to say that I hope you have a wonderful morning / evening / night and I suggest just practice with digital art~. It takes a lot of patience and dedication to make things right ^ ^~.

No, no~. The design idea hasn't been taken ( Not that I haven't seen any ). So it's fine ^ ^~. Out of curiosity... Is it a curse or ancient runic theme? Or is it something else that I am very off course from the guesses ^ ^?

You don't have to mention it! Sometimes the 5k PD fee does get receive a little late + participates progression link gets updated a tad late as well , as there is no notification for edit posts. I do check in everyday to make sure ^ ^.
Anyways, I've sent the 5k ( Plus a little more, since I've now notice that you're a new user ) ^ ^

sorry it was a kinda big canvas (2000 x 1400) and i know it's not transparent but i'll send you both the link to the ref and the transparent version in palpad : DD
here's a few notes i didn't put on there:
- The theme is Deep Sea + Moon <3
- This Mew is blind but has heightened senses to get around
- It was born in the deepest parts of the sea
- ??? can create orange bubbles underwater
- ??? has the ability go up onto land and fly in the sky but always returns back into the sea later
- I haven't named it yet so you'll have to name it haha

- If you noticed, most parts on ???'s body has star patterns. If you want, I can send you what brush/image i used for it :00

Oh wow! I truly adore the theme for this! You execute the idea so very well ^ ^! I honestly find this both intriguing and unique!
And, when reading your "other", I did had to zoom in on mobile to notice ( It does look more noticeable on laptop. Two different view points ) :0! I also notice a little mug / marshmellow on the leg~. Really cute ^ ^.
I honestly would love to know what brush / image you've used for this!
