There will be official books written by mods or other staff members.
There will be unofficial books written by users.
How will this profit PH Players?
First of all,there will be more entertainment in PH for both writers and readers
Second,the books should be sold for free or for PD.No minimun of max price.
BUT!
The Library MUST have some rules!
For example,let's say that someone sells a PH Book for 10k PD and it has a title that does not match with the story,should be against the rules.Same goes for a book that costs 10k PD that has a title and is blank.
There should be a Bookshelf at the Home button(Where the Pokeradar,herowalker etc are),and it should have all the books you bought.
In addition,since people may abuse this,we must pay to publish books,around 10k PD each book OR offensive words should be replaced with tags(###)
1. You should elaborate more. What if a user posts something inappropriate? How would the books be transferred after being bought? Can multiple copies be sold? Could they be updated?
2. That's what the 'Fanfictions' subforum is for: for users to share their stories.
3. Honestly, I'm not sure anyone would buy a book anyway. They could easily go onto another site to read or buy an actual book by an author.
e.g. what makes it different from the Fanfictions forum? is it Pokemon- or Emera Town-only? how would the books be monitored? would they be submitted for review first? would there be previews of the books so users know what they're buying? what about updates, or would the entire work be published in one go? is this a free or premium feature? there's just a lot to think about.

But that also has its own sort of problems.
* To keep material away and private from those that don't subscribe to the subscription model (ugh, that pun), that'd require coding that is dedicated to this system.
* How can this be regulated if material can only be accessed when it is bought? There is again, the summary or description that can go along with the "book," but things are subject to change apparently.
Bottom line: Please explain this suggestion of yours better.
