It's not. They can't control how others treat them. And if you blame the victim are you really that much different than a bully?
1. Why are people bullied?
This is a very complicated question but it all comes down to human nature. Most humans have a fear of things that are different. The ones who don't know how to control or overcome this fear handle it by becoming hostile towards the thing that is "different" or "strange". This is only one of the many things that can make a bully.
2. How can I stop this?
You have many choices but when you see bullying don't be a bystander. You need to help stop bullying. If you are partaking in bullying then stop, they are human just like you. If you are being bullied you can take precautions to avoid compromising situations. But report them no matter who they are or how little.
3. Problems you will encounter
In my 8 year experience of being bullied I've found that instead of dealing with the problem adults in general will tell you to stop provoking the bullies. But you can't give up. If nothing happens most schools have policies about failure to report harassment. You can use that to your advantage and confront the administrators.

We all know that one constant thing on this site, Drama. I have met quite a few users who post feeds about how they hate drama that people are causing. But here's the thing, it only affects you if you let it.
(Note that this is supposed to be an example not a trigger for anyone) Ex:
Other users: They post feeds about how sorry they are that a user died/left
One user: Posts a feed saying, "This is creating drama, blah blah blah." And various things about how they hate this site and such.
Other users: "You are the one creating drama. We are just trying to express our feelings." (Which is what you use the feeds for)
But here's the thing. If you just ignore the drama it won't affect you. One of my favorite quotes is below:

A few days ago my therapist stopped accepting my insurance. There's no one else in my area that accepts my insurance. And someone said that if I was depressed I should get help. Well that's not easy with mental healthcare system. All I do now for therapy is talk to my dog. She's supposed to help me by listening to me and comforting me when I'm having a bad day. It's the only reason she's allowed on my bed. I also did did horse riding for therapy til I couldn't afford it. I hate how people with no problems think it's so easy to get help. I waited 4 months to get approved to go to therapy with my former therapist. Now i have to find a therapist because my moms to busy and stressed to do it for me. I'm pretty scared for my mental health because therapy was helping me, if only a little. I'm depressed and my mind doesn't work like 'normal' people.

My mom now knows I'm queer but not that I'm agender. I want to get a binder because my chest is causing dysphoria. I have enough savings to buy a couple but there's no stores that sell them in-store. Only online. T-T. And the giveaways I can find are for trans males only.
