Surfing in Emera Beach

Confess, we all got bored with the
simple fishing on Emera Beach, and we always have Pokemons that we
will only use to Dex completion. Thats when Surfing comes in.
If you have a Lapras, there would be a button on the sea part of the drawing that would be "Start surfing".
If you clicked that button, it would pop up a map thing. I made a bad example of what it could look like in paint:
Basically, there would be a image of you surfing on your Lapras and a minimap on the corner of the screen. Around you, there would be just water, however darker shades of water would be items or Pokemon, and the minimap would say if its item or Pokemon. If its green, its item, if its red, its Pokemon. Not that if its Pokemon its bad, just to distinguish one from other.

I know that this is a adoptable
site, but as fa as I know, you can battle wild Pokemon on the
Herowalker.
The tittle complets itself; high-leveled Lapras will be needed to win battles. Before staring, let me just say that the wild Pokemon battles on the Beach should't be different from Vs. Seeker; that means that the Wild Poke battles while surfing is basically fighting against a Water-type AI, with the same "Water" and "Ice" attacks from the Vs Seeker.
If you touched a darker shade of blue that its a item, you would't be able to get the item and stay on your Lapras, so you use your fishing rod instead. Its basically fishing in the Beach, but if you lose, the item will run away.
With Pokemons, its a bit different. If you touched a dark blue and its revealed to be a Pokemon, it will start a battle, exactly like the Vs Seeker battle. However, if you defeat the Pokemon, the dark blue will disappear, thats why you will have a "Item" option during Surf Battle, to use your Potions and Pokeballs. To make it a bit more fair, Lapras will be the only Pokemon in your team, like the Wild Pokemon is the only Pokemon on its team, but thats optional for Riako to decide. Another ideia is that you can bring water-typed Pokemon to go with your Surfing team with you.
About levels now. So, Wild Pokemon's level would be a bit bigger than your own Trainerlevel (for example, you Trainerlevel is 27. Wild Poke's level could be 30-32. If your Trainerlevel is 100+ then...boy, you sure need a strong Lapras.

If your Lapras' health goes to 0, you
will be back at the beach with no energy at all. Keep in mind
that throwing rod and throwing Pokeballs take your energy, so even
if you can still surf without energy, you basically can't do
anything. Just giving Lapras EXP. A logical reason for that
would be because you had to swim back to the surface. However, if
you have 0 Energy and your Lapras' health is also 0, you die. Jk.
Leah finds you and puts you back on the surface, instead.
Oh, and btw, deepest you go while surfing, higher is the rarity of Wild Pokemon and items, so there should be coordinates or something on the minimap, if you wan't to go back to the surface.

As suggested below by other users,
maybe you could ride Swampras (even tho it has a tree on its back,
so it would be difficult) and, as shown in ORAS, you can ride
Kyogre and Sharpedo too. So, if you don't have Lapras, you can use
those instead. Also, baits also work here. Baits that attract
Pokemon/items will make the dark blue follow you.
