1. Yes, you surely can breed Dratini

2. It is there to add an increase of the degree of difficulty after each purchase of a legend dog. There are legendaries which might be harder to obtain than other ones.

are people who added me as a friend able to view my feed activity, or do they have to be a mutual friend for them to have it in their notifications too?

They only need to add you in order to see your feeds on their notification page.

Hmmm. I was asking the question about dratini because I tried breeding it to my Axew and they're in the same egg-group but they "prefer to play with other pokémon". Is there any trick here?

EDIT: Nevermind. It likes my Feraligatr.

A lot of my Pokemon "prefer to play with other pokémon", but they still breed (a lot at some times). This text only means that the chance of breeding is small, but not impossible.

Mirej: I'm very confused about that. Because as Riako says that usually should mean that they never breed.

It's nearly on every page around the game center.
Look at the little blue box at the bottom left corner of the page

Do you mean Pokémon which evolve after they've learned a certain move?
They evolve after reaching the required level for learning this move regulary in the game series. (For example Tangela at Level 36)

And Pokémon which have a location-based evolution are currently unable to evolve.

How does Mantyke evolve?
I put it into my Party + a Remoraid and leveled it up, but nothing happened and I would like to know if I am missing something?

Sorry, I forgot to add this.
I coded it just right now and it should work from now :) Just level it up once more (while you've got a Remoraid in your Party)

There's no need for special items for breeding on PokéHeroes :)
