Artist are given the full rights of making banners if they cant do the banners then it would be like taking their jobs
Anyway, I'm not voting either way on this, but I'd just like to say that if someone wants to make their own banner, who are you guys to judge their work? Even if it takes them less time than an "official" banner-maker, or if it isn't as good as the official work, it is still theirs and they have a right to be proud of it.

1) This would make the site more customizable.
2) Most of the artwork on the banners were not made by the site's artists. Instead they were made by someone on Deviantart and used with permission. (Need to find where I read all of this before) [The effects and Pokeheroes were added by staff, though)
3) The banners would still be changed for special events (staff birthdays), but on normal days it would be the custom banner that the user made themselves in whatever pokémon they would want. (Personally, I'd love to have an image of Navuso or Xatu on the banner when I'm roaming the site, with a background fitting to whatever skin I'm currently using)
4) with users doing it themselves, it doesn't remove the staff made banners, but instead adds the option for personal flare around the site. (The site, not just forums and not just profile pages, but when playing the tunnel, interacting with pokemon/eggs, etc))
5) The artists have other things they are working on, so this would not put them out of a job. (Think the spring update with the added STAFF MADE [I assume] Combee and Miltank areas_
