I can't collect them because I am very small I don't have an account
You make a group of people who doesn't have an ATM account
AND YOU CAN GIVE THEM ANOTHER HARD JOB FOR NUGGETS

You're saying that there should be a task for the users who do not have a bank account so they can get Nuggets ?
Sorry, I didn't understand that well.
Anyway, if you go to Emeral Mall -> Item Shop -> Nuggets you'll find many tasks for you to complete so you can earn Nuggets.

Here are some other methods to obtain nuggets;
Winning in the Golden Slot.
• You can win 1-50 nuggets at the Legend mode of the Golden Slot if you get three Pokéballs in a row.
As a daily reward.
• You can get Nuggets as a prize for coming online every day for five days.
Treasure Chest/hunt
• You can win some nuggets in the Treasure Chest came in the Game Center.
Future Events/contests
• There may be special events/contests which have nuggets as one of the prizes. Not only PH-made contests. A lot of other user-made contests offer nuggets as prizes.
Selling your items/Pokemon
• Selling some unwanted, (rare) items/Pokemon for a fair amount of nuggets may result in some people in wanting to buy something from you.
Trialpay offers
• This is actually the most common, and legit method to obtain nuggets for free. If you go to the Itemshop, look in the ''Nuggets'' tab, you will see some Trial Pay offers there. If you just select the "Free" category, there will be a list of free offers you can complete to earn some nuggets.
This is pretty much already implemented. I think this is actually quite a lot of ways to obtain nuggets for free. Most of the time, other Pokemon Adoptable sites don't provide a lot of methods like the ones I listed above. Sometimes there is no way to obtain them for free at all.
