I had to buy the medium chip for the egg voucher before I could find Budew eggs in the tall grass

Maybe that's because there isn't any Budew egg in the tall grass? :)
When the tall grass is out of one species, it doesn't show up on the list.

I think that has more to do with the fact that there weren't any eggs (because there's only 1 now), not the rarity ^^
The wait time and the amount of Grassy Spots to choose from (3 minutes; 4 spots), can be traced back to their "Easy" rarity, as it's the same for a Caterpie, or a Pidgey :)

Budew is an easy rarity.

Perhaps there weren't any eggs when you checked as there is no guarantee there are eggs for all Pokemon at any given time. They are the ones people forget to get from Day Care and get deleted.

The pokemon Heatran is under the Special rarity
This is Kronos, once known as the king of all titans is now a caterpie to bring him to his former glory help him become level 999.
