If they're not listed on the Special Evolution-page, they evolve by leveling up.
Leveling up is the standard evolution, so if there's no method mentioned or prompt on the pokémon private page, it needs a level.

I don't know what else to tell you, except that the evolution wasn't removed.

Maybe they need to be in adjacent places, maybe they need to gain a whole level (from 0 exp. to full exp.) before evolving. I'm going off of old memories, so matybe it's best to wait for someone who did it more recently for information/help.

Also, I get that you're annoyed/losing your mind, but double posting should still be avoided. Editing the post would've gotten the same result, without breaking the rules.

	"They need to evolve together!" Pretty sure an Everstone won't work (despite what I originally thought). I think your best bet is having the Flower Girl at a higher exp percentage (or throwing Powerorbs/Rare Candy at her), so she gains a level first, triggering the evolution earlier than Flower Boy's. I'm not trying to stop the discussion (please continue, I'm sure this is very helpful for Riako 🙂 ), but I'd just like to address two things.

	It appears randomly and can be done through clicklists. Same as with the Shadow Radar, there is a pop-up once you find it. [you can also compare it to the pop-up you get once you fish up a glowing pokémon; the only difference is the text] [Read more]
