Now's the hard part, picking which type you want ._.
Maybe you should change lugia to flying cause theres 3 psychic and 0 flying now and it would balance things a bit more

If you've seen Pokemon: The Movie 2000 then you'll understand what I mean -

I was thinking about using the three orbs from the Shamouti Islands for the three legendary birds: Zapdos, Moltres and Articuno.

I just had a little bit of a lightbulb, so what if the characters with no item at all can find some legendaries without an item later on, (though their team would have to already be the pokemon's type so basically the form would be Legendary you will find: or something. When they do find the legendary it could be something like 'Suicune gifts you the power to speak to water pokemon' or something)

For the Swords of Justice maybe their horns could be the legendary item? idk but eh

Maybe - But people would still have to agree on what legend they wanted to that there's no mix-up

That's why I said to make a different form for it that says 'Legendary you will find' instead of 'I have the item' and then you could add the legendary's in a bit seperate from items and put the character in one

I think its mostly the trio and newer legendaries that dont have an item. Maybe even some of the trio masters

Yea that's why I say maybe, just some people say its legendary some people say it isn't. Same with shaymin and tropius, though shaymin is a legendary

I'd probably die if I met someone who though tropius is a legendary Pokemon o.o I can understand why some people think rotom is a legendary, but tropius? xD
