Because I'm horrible about spending my PD, I think there should just be a simple little bank to hoard PD in. Nothing too big.

Of course, a little fee would be implemented upon storing or withdrawing the PD, just like normal!

Not really.. this doesn't stop you spending PD. Just that you need to spend extra PD on withdrawing PD.
If you want to spend PD, you would, even if there is such a feature.
